A sector under real financial pressure
The Office for Students reported that more than a third of English higher education institutions — 35.8% — recorded an income and expenditure deficit for 2024–25, with the figure forecast to rise to 42.7% for 2025–26. Its November 2025 update modelled a potential £437.8m net reduction in tuition fee income against sector forecasts, a scenario that would put around 124 providers — roughly 45% of the sector — into deficit.
Behind those numbers sits a structural problem: UK higher education serves almost three million students, and every one of them generates administrative work across admissions, enrolment, wellbeing, finance and registry. Much of that work is still moved manually between systems that were never designed to talk to each other.
Efficiency is no longer an aspiration — the OfS has warned that institutions need effective mitigating action to secure their long-term sustainability. Removing manual process debt is one of the few levers that reduces cost without degrading the student experience.

The constraints that decide whether AI survives
- UK GDPR and special category data — wellbeing, disability and disciplinary records demand processing boundaries that a public AI API cannot guarantee.
- Load-bearing student information systems — estates built on platforms like Tribal SITS or Ellucian cannot be ripped out; automation has to wrap around them.
